About City SeCUReD

Preparedness deserves
a record you can examine.

Why we are building it

Make the lesson
easier to inspect.

An exercise should leave more than an impression of how it went. It should leave a clear account of decisions, responsibilities, objectives, and areas for improvement.

City SeCUReD connects geographic context, controlled incident scenarios, doctrine-informed procedures, and recorded evidence. The purpose is to help the people running exercises examine how a policy or procedure performs under stated conditions.

The research approach uses open geographic data, published models, and repeatable seeds. A jurisdiction can begin an exercise without supplying private operational data.

Working principles

Human responsibility
at every consequential step.

01

Human exercise leadership

The exercise leader owns objectives, conduct, and interpretation. AI supports the exercise within defined roles.

02

Policy and procedure

The focus is coordination, authorization, communication, and documentation within an exercise.

03

Visible evidence

Append-only, hash-chained records support review of what was recorded and the basis of a finding.

04

Explicit assumptions

Data sources, estimates, sample content, and assessment gaps should remain visible to the person interpreting results.

Development & validation

Be precise about
what exists today.

Repository application
Research software with GIS intake, an exercise fork, scenario controls, doctrine-related operations, scoring modules, and run records. Some features remain partial or design-only.
Website demonstration
A reduced browser build using generated sample data. It illustrates the interaction model; it does not expose the full repository backend or its live GIS connections.
Rubric validation
Practitioner sign-off and calibration against historical outcomes remain pending. Project-specific mappings are not an official FEMA scoring instrument.
Benchmark interpretation
Comparisons describe behavior within the simulator. No real-incident effectiveness, agency endorsement, or professional certification is claimed.
